Luis Henrique Cavalcanti Fragomeni, an Architect and Urban Planner graduated in 1974 from the Federal State University of Parana, has a Master's degree in Regional and Urban Planning from the Edinburgh University, Scotland.
Until recently Fragomeni was the President of the Curitiba's Institute for Research and Urban Planning . He is a Lecturer on Regional and Urban Planning at the Federal University of Parana, where he also was the coordinator for the Integrated Center for GIS Studies.
Yet in the public sector Fragomeni had a mandate as the undersecretary for Urban Infrastructure and Coordinator of the Metropolitan Regions in the Ministry of Housing and Urbanism, and Environment in Brasilia where he was supervisor for urban metropolitan investment plans including Curitiba, Salvador, Recife.
In the private sector, Fragomeni has worked in several cities in Brazil, directing, coordinating and advising works in urban planning, environment, transport, development and infrastructure. He has worked as consultant for property and urban development for HSBC Bank; and coordinator for sustainability plans in environmentally fragile areas, and also, for 14 municipal development plans under the new Brazilian Cities Statute, where public participation is mandatory. He is Senior Fellow if The Citi Plus Network under the International Centre for Sustainable Cities located in Vancouver, Canada.

公职方面，弗拉戈梅尼担任巴西住房、城市化与环境部城市基础设施副部长及大都市区域协调员，还负责审批包括库里提巴、萨尔瓦多、伯尔南布科等市的大型投资项目。
个人工作方面，他在在众多城市为城市规划、环境、交通、发展与基础设施等行业提供咨询及其它各种服务。他曾担任恒生银行资产与城市发展部顾问，环境脆弱区域可持续发展计划协调员，还参与了在巴西新的城市法规出台后14项城市发展计划的制定。他是总部位于加拿大温哥华的“国际可持续发展中心”下属Citi Plus Network组织的高级会员。
